党十八大明确提出创新科技,实施创新驱动发展。慈溪市中小企业虽具备一定的自主创新能力,但仍面临创新难、研发资金投入不足、政府帮扶不到位、缺乏正规研发机构和创新人才等困境。应加大人才吸纳扶持政策,促进科研成果市场化,加强以企业为主导的产学研合作,政府适当调整帮扶政策,优化创新环境,才能加快提升当地自主创新能力的提升。
The 18th CPC National Congress explicitly proposed innovation and technology and implemented innovation-driven development. Although CIMC SMEs have some independent innovation ability, they still face the difficulties of innovation, insufficient investment in R & D funds, lack of government assistance and lack of regular R & D institutions and innovative talents. We should step up the policy of attracting and recruiting talents, promote the marketization of scientific research achievements, strengthen the enterprise-led cooperation in production, education and research, and properly adjust the policy of helping and optimizing the environment for innovation so as to accelerate the improvement of local capacity for independent innovation.
