TOEFL的全称是The Test of English as a Foreign Language,意为“作为外语的英语考试”。它是经美国三十几个政府机构和私人组织通力合作制定的,于1963年问世。最初,TOEFL仅供美国大学和科研机构测定申请去美学习的外国学生的英语水平。后经修改,内容和形式逐渐稳定,使用的范围也有所扩大。目前,它除了仍然具有测定外国学生英语水平的职能外,美国的一些政府部门和机构,甚至加拿大和其他国家的学术团体和政府
The full name of TOEFL is The Test of English as a Foreign Language, meaning “English as a foreign language test.” It was developed by the cooperation of more than thirty government agencies and private organizations in the United States and was launched in 1963. Initially, TOEFL was only available to American universities and research institutes for measuring the English proficiency of foreign students applying to study in the United States. After the change, the content and form of gradual stability, the scope of use has also been expanded.
