中建协、上海建施协联合召开“以审计结论为结算依据”专家研讨会早前27家协会已向全国人大常委递交了联名要求对该规定立法审查的申请日前,中国建筑业协会、上海市建筑施工行业协会邀请中国人民大学、中国政法大学以及司法界、律师界的民商法专家,在北京召开“以审计结论作为工程竣工结算依据”专题研讨会。会上,专家学者对该观点是否具有上位法的依据,是否符合政府行政和建筑业法制化要求,是否有利于建筑行业市场化发展的要求等问题提出质疑。

At the meeting, experts and scholars questioned whether this view is based on the superior law, whether it meets the requirements of the government administration and the legalization of the construction industry, and whether it is conducive to the market-oriented development of the construction industry.
