公路“三乱”怨声载道去年11月份,新华社记者在安徽凤阳县104国道上调查时,遇河南开封汽车发动机厂司机刘仲轩,捧着厚厚一沓共52张收费单据告诉记者,从开封沿公路运一车琉璃瓦到上海,短短四天路程竟交纳各种“买路钱”1132元。江苏省公路局一位领导从南京到天津开会,千余公里公路上遇收费站29座,遇各类检查20多次,且十有八次是罚款。
