制定经济责任承包合同时,都列上安全、质量的内容和奖罚金额。但一般多偏重于定性方面,而忽视定量方面,致使合同上有关安全、质量的条款无法考核,最后只能全数发奖。因此安全质量与职工的奖金紧密挂钩实际上是名存实亡,“重产量、重进尺,轻安全、轻质量”的现象不能得到克服。笔者在唐山市屈庄煤矿和国各庄煤矿试行了安全、质量奖定量核算方法,取得了一定的效果。现将安全、质量奖定量核算法介绍如下。
When formulating economic contract of responsibility, both safety and quality contents and reward and punishment amount are listed. However, the general emphasis on qualitative aspects, while ignoring the quantitative aspects, resulting in the contract on the safety, quality of the terms can not be assessed, and finally only the whole lottery. Therefore, the quality of safety is closely linked with the bonuses of workers. In fact, the phenomenon of “heavy production, heavy inspection, light safety and light weight” can not be overcome. The author tried the quantitative and quantitative methods of safety and quality awards in Tangzhuang Quzhuang Coal Mine and Guogezhuang Coal Mine, and achieved certain results. Now safety, quality award quantitative accounting method is as follows.
