健康教育是以传播卫生保健知识和技术、改进个体和群体行为,强化健康意识的一项事业。部队的健康教育是将系统的卫生保健知识作为军队正规化训练内容之一。从而改变卫生观念,纠正不良习惯,养成健康行为,提高自我保健能力。目前,部队的健康教育尚处于初级阶段。“计划工作管理”(以下简称“计管”),是科学管理工作诸多职能中最基本、最主要的职能。它是依据实际情况与条件,为实现既定的目标,通过科学预测,权衡客观需要和主观可能而设计的方法和步骤。部队健康教育若实施其法,则有可能使这项刚起步的工作按组织、有目的和有计划地进行,可取得预期效果。现结合工作实践,对在部队健康教育工作中实施“计管”的必要性谈点看法和设想。 (一) 对部队健康教育实施“计划工作管理”的意义 (1) 健康教育工作是党的思想教育和建设社会主义精神文明总体结构的一部分,是卫生工作最基本的工作方法。虽然近几年部队的健康教育工作有了长足进步,但由于历史的和人们认识上的局限而造成的种种客观原因,致使该工作仍处于较落后的状态之中。它的重要性、艰巨性和与现状的不适应性,而是部队当前存在的一个突出矛盾。实施“计管”,将有可能使部队在健康教育中的重点工作

The implementation of its law in the health education of the armed forces may make it possible for this infrastructural work to be organized, targeted and planned so as to achieve the expected result. Now combined with the practice of work, we should talk about the necessity and concept of “management and control” in the work of unit health education. (1) Significance of Implementing “Planned Management” for Health Education of the Forces (1) Health education is part of the overall ideological education of the Party and building a socialist spiritual civilization.
