为实现技术出口法制化、规范化管理,促进我国技术出口的发展,国家外经贸部日前制定了《限制出口技术管理办法》,并公布了我国禁止出口和限制出口技术目录。《办法》规定,对限制出口技术及相关产品实行许可证管理,凡出口国家限制的出口技术及相关产品,应覆行出口许可手续。禁止出口和限制出口目录中的技术与相关产品的出口许可由外经贸部会同科学技术部管理。经国务院批准,目录以外临时决定限制或禁止出口技术的许可由外经贸部管理。
In order to realize the legalization and standardization of technology export and promote the development of China’s technology exports, the Ministry of Foreign Trade and Economic Cooperation has recently formulated the “Measures for the Control of Export Technology” and announced the list of technologies for export and export restrictions in China. The “Measures” stipulates that for the license management of restricted export technologies and related products, all export technology and related products subject to export restrictions shall be subject to export licensing procedures. The export licenses for the ban on exporting and restricting the export of technology and related products in the export catalog are managed by the Ministry of Foreign Trade and Economic Cooperation and the Ministry of Science and Technology. With the approval of the State Council, a permit that temporarily restricts or prohibits the export of technology outside the directory is managed by the Ministry of Foreign Trade and Economic Cooperation.
