根据国务院国发[1989]25号批转劳动部,财政部、国家计委《关于进一步改进和完善企业工资总额同经济效益挂钩意见的通知》和国发[1990]33号批转国家体改委《关于在治理整顿中深化企业改革、强化企业管理意见的通知》的精神,财政部以(91)财商字第35号文印发了《国营商业、粮食企业工资总额同经济效益挂钩有关财务处理问题的暂行规定,规定内容如下:
According to the Circular of the State Council, Guofa [1989] No.25, the Circular of the Ministry of Labor, the Ministry of Finance and the State Development Planning Commission on Noting the Opinion on Further Improving and Perfecting the Total Wages of Enterprises and Economic Benefits, and Guo Fa [1990] No. 33, In the spirit of “Notice on Deepening Enterprise Reform in Governance and Reorganization and Enhancing Management Opinions”, the Ministry of Finance (1991) issued Circular No. 35 in the Commercial Bank of Commerce, entitled "State-owned Commercial Enterprises, Total Wages of Grain Enterprises Are Linked to Economic Benefits Related to Financial Affairs Provisional regulations to deal with the problem, the provisions are as follows:
