社会安全、秩序既是建设和谐社会不可缺少的保障,也是评价和谐社会的重要指标,如何正确建构国家的警务模式,发挥其维护安全、秩序的使命,是一个非常迫切而又十分重要的课题。本文首先从作为建设和谐社会起点的背景出发,指出中国社会面临犯罪问题的严重性,阐述了解决犯罪问题的不同模式及不同模式框架下警察角色的配置,并对其进行了批判性的审视,最后力图在一种新的犯罪控制模式的视野下,展现一条探索建构警务模式的新思路。
Social security and order are not only the indispensable guarantee for building a harmonious society but also an important index for evaluating the harmonious society. It is a very urgent and very important issue how to correctly construct the national police mode and play its mission of safeguarding security and order. Starting from the background of starting a harmonious society, this article points out the seriousness of the Chinese society in the crime issue, expounds the different modes of solving the crime problem and the disposition of the police role in different models and makes a critical examination of it. Finally, trying to show a new way of exploring the construction of policing mode from the perspective of a new criminal control mode.
