内地再造“香港”:开辟以武汉为中心的长江中游经济特区的构想

早在1988年6月,邓小平同志就讲过,现在有一个香港,我们在内地还要造几个“香港”。所谓香港就是指自由港或经济特区。现在,已是该在内陆地区开辟经济特区的时候了!本文拟就开辟以武汉为中心的长江中游经济特区作初步研究。 一、必要性与可行性分析 (一)必要性 1、我国国土面积巨大、地域辽阔,内陆地区人口和土地在全国都占有很大比重。内陆地区的对外开放和经济发展程度直接影响着全国政治经济的全局,创办内陆经济特区可以有效地缩小内地与沿海正在迅速扩大的发展差距,对全国经济均衡发展和良性循环起着重要作用。应该允许在内地条件最优越的地区率先创办内陆经济特区。而比较来说,长江中游地区在我国内陆地区中属条件最优越的区域。 2、在沿江开发开放战略中,中游沿岸地带具有举足轻重的地位。因此,如何有效地实施沿江开发开放战略,带动整个长江流域经济的发展,开辟以武汉为中心的长江中游经济特区是可供选择的最佳方案。 3、实施以武汉为中心的长江中游经济特区下发计划,可以缩小地区间的不平衡发展,是一条正确解决地区差距的有效措施,可以推动全国经济的协调发展。 4、长江中游地区位于上海浦东以及长江三角洲以西、三峡工程坝址以及长江上游地区以东,客观上理应成为二者之间联系的纽带。但如何 As early as June 1988, Comrade Deng Xiaoping once said that there is a Hong Kong now and we still need to create a few “Hong Kong” in the Mainland. This article is intended to make a preliminary study on opening up a special economic zone in the middle reaches of the Yangtze River that is centered on Wuhan. I. Necessity and Feasibility Analysis (I) Necessity 1. In our country, the land area is huge and the territory is vast. The inland population and land occupy a large proportion in the whole country. The opening up to the outside world and the degree of economic development have a direct impact on the overall political and economic situation in the country. Establishing an inland special economic zone can effectively narrow the rapidly widening development gap between the Mainland and the coastal areas and play an important role in the balanced development of the entire economy and in the virtuous circle . It should be allowed to take the lead in setting up special economic zones in the Mainland in areas with the best conditions in the interior. In contrast, the middle reaches of the Yangtze River in China’s inland areas are the most favorable conditions in the region. 2, in the development and opening up along the river strategy, the mid-reaches along the coast has a pivotal position. Therefore, how to effectively implement the strategy of opening up and opening up along the Yangtze River, driving the economic development of the entire Yangtze River valley and opening up a special economic zone in the middle reaches of the Yangtze that is centered by Wuhan are the best alternatives available. 3. The implementation of the Wuhan-centered plan for the dispatch of special economic zones in the middle reaches of the Yangtze River can narrow the imbalanced development among different regions and is an effective measure to correctly resolve regional disparities and can promote the coordinated development of the entire country’s economy. 4. The middle reaches of the Yangtze River are located in Pudong, Shanghai, west of the Yangtze River Delta, the dam site of the Three Gorges Project and east of the upper reaches of the Yangtze River. Objectively speaking, they should become the link between the two. But how?
