我国加入世界贸易组织之后,国内金融市场正在逐步对外开放,一场不见硝烟的“金融战”已经打响。在这新的历史时期,我国的银行业尤其是国有商业银行正面临着巨大的压力和挑战。国有商业银行一方面要按照国际银行业的游戏规则和治理机制实现自身的再造,另一方面要尽快消化存计划体制下形成的沉重的不良资产包袱。这是两项极其艰巨的工程。而两项工程的实施是在激烈的市场竞争之中进行的。生存、再造、减负的三重压力,对我国银行业尤其是国有银行员工队伍素质建设提出了特别的要求,这个特别之点首先在思想道德素质的建设方面。中共中央制定的《公民道德建设实施纲要》为银行业强化员工道德素质建设提供了强大的支持。
After China’s accession to the World Trade Organization, the domestic financial market is gradually opening to the outside world. A fiery “financial war” has already started. In this new historical period, the banking industry in our country, especially the state-owned commercial banks, are facing tremendous pressure and challenges. On the one hand, the state-owned commercial banks should realize their own re-creation in accordance with the rules and governance mechanisms of the international banking industry; on the other hand, they should absorb the heavy burden of non-performing assets formed under the planned system as soon as possible. This is two extremely difficult projects. The two projects are implemented in the fierce market competition carried out. The triple pressures of survival, reengineering and burden reduction put forward special requirements on the quality construction of the banking staff in our country, especially the state-owned banks. This particular point is above all about the building of ideological and moral qualities. The “Outline for the Implementation of Citizen Ethics” formulated by the CPC Central Committee provides strong support to the banking industry in strengthening the ethical standards of its staff.
