要加强对权力运行的制约和监督,把权力关进制度的笼子里,形成不敢腐的惩戒机制、不能腐的防范机制、不易腐的保障机制。习近平总书记在中央纪委二次全会上的这段讲话,明确了反腐倡廉制度建设的旨归,为新形势下加强反腐倡廉制度建设指明了方向。把权力关进制度的笼子,是社会主义民主政治建设的内在要求,也是人类文明史积淀的成功经验,有着深厚的历史文化基础。人类历史上一切成功的管理实践,无不带有明显的制度色彩。被誉为“中国民间藏书楼之最”的天一阁,其充满传奇色彩的管理制度就是一个典型的例子。
