随着乌鲁木齐市道路运输业的快速发展,各种治安问题也日益突出,一段时间公交车上扒窃犯罪猖獗,出租车案件频发,极少数民族分裂分子也时刻企图在公交客运这个“窗口”进行恐怖破坏活动。客运交通治安形势相当严峻。针对这一情况,1993年4月成立了专司打击客运交通行业各类刑事犯罪活动,对客运交通行业进行治安管理,维护客运公交治安秩序的治安分局。乌鲁木齐市公共交通治安分局成立4年来,在市公安局党委的直接领导下,按照“慎重、科学、实践”的工作方针,艰苦创业,逐步形成打击遏制客运交通行业刑事犯罪的有效机制,建立了一整套管理客运交通行业方法和规章,初步建立覆盖全乌鲁木齐市的防范控制体系,最大限度地避免出租车司机遭恶性侵害。严厉打击客运交通行业的各类违法犯罪活动,促进治安秩
