前段时间,我区一些系统和部门,相继成立了内部银行。这些内部银行不但对内,而且对外办理业务,有效地缩短了资金在途时间,减少了利息开支,用活了有限的资金,发挥了资金的最大效益。但由于各自的条件、会计人员素质与各地专业银行的态度不同,不可能都成立内部银行。我想,不能成立内部银厅的地方也可以建立系统内部结算中心,以代替系统内部银行的作用。下面以粮食系统建立内部结算中心为例,谈谈个人设想。基本做法是:
