一、监督渠道党派团体提案,在参政党履行政治协商、民主监督、参政议政的主要职能中处于什么地位?1995年全国政协的《规定》,明确把提案定位为“民主监督”的主要形式之一。怎么监督?文件规定了11个字:“通过建议和批评进行监督。”比如,民进北京市委1995年提过发展北京市老龄事业的党派提案,就是看到北京市已经进入老年型人口结构社会,可是市里还没有列入重要议事日程,对这项工作进展迟缓提出批评的。所提四点建议,就是向党和政府献计献策。从许多提案可以看出;党派提案是重要的“监督渠道”,就是通过建议和批评对市里的工作进行民主监督。
