参政议政是工商联的重要职能,为非公有制经济健康发展服务是民间商会工作题中之义。于是在最近几年的全国政协会议上,全国工商联都站在维护民营企业合法权益、促进民营企业健康发展的高度提出颇具分量的团体提案。在全国政协九届二次会议上,全国工商联提出的“切实把非公有制经济纳入基本经济制度,充分发挥工商联的民间商会作用”、“关于尽快清理与十五大和宪法精神不相符的政策法规的建议案”,以及在九届三次会议上提出的“关于为非公有制经济开列准入或禁入领域目录的建议”等提案,成为政协大会的热点,引起政府和社会各界的广泛关注。在刚刚召开的九届四次会议上,全国工商联又提出了包括中小企业融资、私营企业进出口权、民营企业参与西部开发等内容的5件团体提案。本刊特将提案摘要刊登,供非公有制经济人士和商会人士参考。
The participation and deliberation of politics is an important function of the Federation of Industry and Commerce. Providing services for the healthy development of the non-public sector of the economy is the hallmark of the non-governmental chamber of commerce. Therefore, at the CPPCC National Committee meeting in recent years, all the chambers of commerce of the People's Republic of China all came forward with quite weighty group proposals on the standpoint of safeguarding the legitimate rights and interests of private-owned enterprises and promoting the healthy development of private-owned enterprises. At the second session of the Ninth CPPCC National Committee, the All-China Federation of Industry and Commerce put forward the principle of “earnestly integrating the non-public ownership economy into the basic economic system and giving full play to the role of the non-governmental chambers of commerce of the Federation of Trade Unions,” "As soon as possible, and inconsistent with the spirit of the 15th CPC Congress and the Constitution Proposal on Policies and Regulations and Proposal on Catalog for Accession or Prohibition to Non-Public Ownership Economy Proposed at the Third Session of the Ninth Conference became the focus of the CPPCC Assembly and aroused widespread concern from the government and the community . At the Fourth Session of the Ninth CPC Central Committee Meeting, the All-China Federation of Industry and Commerce proposed a proposal of a total of five groups including SME financing, import and export rights of private enterprises, and private-owned enterprises' participation in the development of the western region. This publication will publish a summary of the proposal, for non-public sector economic and commercial people for reference.
