2004年是全面贯彻党的十六大和十六届三中全会精神的重要一年,也是司法行政各项工作深化改革、加快发展的重要一年,基层司法行政工作任务十分繁重,各项改革的进一步推开和深化处在关键时刻。今年基层司法行政工作的指导思想和主要任务是:以邓小平理论和“三个代表”重要思想为指导,认真贯彻党的十六大、十六届三中全会和全国政法工作会议精神,按照全国司法厅(局)长会议的部署和要求,紧紧围绕党和国家工作大局,以改革创新为动力,继续深化人民调解工作和社区矫正试点工作,切实加强司法所建设,扎实做好刑释解教人员安置帮教工作,进一步发挥基层司法行政各项职能作用,积极为维护社会
