新闻背景 10月27日上午,湖南省浏阳市中和镇清江渔场刑释解教人员安置帮教基地正式挂牌成立,据了解,这是该省首家由刑释解教人员自己创办的安置帮教基地。此前,全国各地也陆续传来为了让刑释解教人员立足于社会而全社会积极参与行动的好消息。据统计,近三年全国刑释解教人员共计130余万人,由原单位安置的有13万余人,落实责任田的有45万人,从事个体经营的有9万余人。通过安置实体和基地安置2万余人,其他渠道安置23万人,安置人数总计近100万人,安置率达77％。刑释解教人
