农业项目资金是国家为扶持农业生产发展和支持农村社会事业建设而安排的具有专门用途的资金,涉及基础设施建设、农业生产发展等方面,直接关系到国计民生。但目前我国农业项目资金存在着管理部门过多、权责不明确、没有统一的协调机制等问题,影响了其效用的发挥。针对这种现状,规范和加强农业项目资金管理,必须明确管理部门资金使用的权限、严格实行招投标和政府集中采购等制度,才能确保项目资金安全、合理、有效使用。
Funds for agricultural projects are funds earmarked for the state to support the development of agricultural production and support the construction of rural social undertakings. Funds for construction projects are directly related to the national economy and the people’s livelihood in areas such as infrastructure construction and agricultural production and development. However, at present, there are some problems in the funds for agricultural projects in our country, such as excessive management departments, unclear powers and responsibilities, and lack of a unified coordination mechanism, which have affected their effectiveness. In view of this situation, to standardize and strengthen fund management of agricultural projects, we must clearly define the authorities’ authority to use the funds of departments and strictly implement the systems of bidding and bidding and the government centralized purchasing so as to ensure the safe, reasonable and effective use of the funds.
