关于面向中低收入家庭的住房保障,是国人最为关注的民生焦点之一,也是当今改革工作中最有难度的重大课题。应该说,经过这些年来的努力,我国面向中低收入家庭的住房保障有了飞速发展,这是有目共睹的。但是,发展中的问题仍然很多,特别是一些深层次问题有待破解。为此,本文就面向中低收入家庭的住房保障的改革和实施进行了研究,提出改善体系构成、保障政策转向、改造经适住房、提升“公租”地位,以及保障房的未来发展等若干值得思考的重要问题,希望能引起政府和学界共同关注,并供进一步反思和探讨。
With regard to housing security for low-income families, it is one of the livelihood focal points that people care most about. It is also the most difficult major issue in today’s reform. It should be said that after years of hard work, China’s housing security for low and middle-income families has witnessed rapid development. This is obvious to all. However, there are still many problems in development. In particular, some deep-seated problems need to be solved. Therefore, this paper studies the reform and implementation of housing security for low and middle-income families, proposes to improve the composition of the system, to ensure the policy shift, to transform affordable housing, to enhance the status of public rental, and to ensure the future development of housing There are a number of important issues worth considering. We hope this will arouse the common concerns of the government and academia and provide further reflection and discussion.
