近年来,我国的水灾出现频繁,随着国民经济和社会的发展,其灾害损失越来越严重。为了减轻洪涝灾害的损失,应进一步建设和强化防洪工程体系和非工程防洪措施。国家防总和水利部四年前就已开始前期工作的国家防汛指挥系统作为主要的非工程防洪措施搞得好,就可以更好地调动和发挥已建工程潜力,发挥更大的防洪作用。国家防污指挥系统的建设目标是用五年左右的时间,建成覆盖全国七大江河(湖)重点防洪地区的、具有国际先进水平的信息系统。它能实时监视这些地区的水雨情、工程险情和灾情,向各级防汛部门及时、准确地提供洪水预报、防洪调度决策和指挥抢险救灾的科学依据。在此期间,还要基本建成覆盖重点易旱地区的抗旱信息收集和处理系统。
In recent years, floods in our country have been frequent, and with the development of the national economy and society, the disastrous losses are getting more and more serious. In order to alleviate the losses caused by floods and disasters, the flood control engineering system and non-engineering flood prevention measures should be further constructed and strengthened. The national flood control command system, which had started the preliminary work four years ago by the State Administration of National Defense and Ministry of Water Resources, as a major non-structural flood control measure, can better mobilize and exert the potential of the already-built project and give greater impetus to flood control. National anti-pollution command system construction goal is to use five years or so, built covering the seven major rivers (lakes) key flood control areas, with the international advanced level of information systems. It can monitor real-time rain and water conditions, engineering hazards and disasters in these areas and provide scientific basis for flood forecasting, flood control decision-making and directing disaster relief to flood control departments at all levels timely and accurately. During this period, a drought drought information collection and treatment system covering key drought-prone areas will be basically completed.
