发改委:不要“没有发展的增长” 国家发展和改革委员会主任马凯提出,2004年的宏观调控将实行“稳定政策,适度调整”的方针;中国要切实把经济工作的重点转到调整结构、转变增长方式、提高增长质量和效益上来,而不要“没有发展的增长”甚至“负发展的增长”。
