文章认为，当前，企业产权流动的问题并不在于能否流动，而关键在于以怎样的基础性条件来进行流动，即按照怎样的规律及原则来进行流动。纵观以往的历史，本着科学求实的精神，企业产权的流动应是在效率优先，兼顾公平的前提条件下，严格按照市场经济规律及原则的要求来进行流动，亦即必须遵循商品价值规律和市场竞争规律，并确立和坚持一系列相关的原则，包括企业产权流动应遵循的一般性原则和具体性原则，以此来推动企业产权流动的健康发展，提高企业资产营运的效率
The article believes that at present, the problem of the flow of corporate property rights does not lie in the ability to flow, but the key lies in what kind of basic conditions to carry out the flow, that is, according to what laws and principles to carry out the flow. Looking back at past history, in the spirit of scientific seeking truth, the flow of corporate property rights should be based on the precondition of giving priority to efficiency and giving consideration to fairness. It must strictly follow the laws of market economy and principles, and must follow the law of commodity value. The law of competition with the market, and establish and adhere to a series of relevant principles, including the general principles and specific principles that should be followed in the flow of corporate property rights, in order to promote the healthy development of corporate property rights flow, improve the efficiency of corporate asset management
