党的十五大报告把教育改革提到了十分重要的位置,特别在“经济体制改革和经济发展战略”及“有中国特色社会主义的文化建设”中,先后对教育工作作了深刻的阐述。明确指出:“发展教育和科学,是文化建设的基础工程。培养同现代化要求相适应的数以亿计高素质的劳动者和数以千万计的专门人才,发挥我国巨大人力资源的优势,关系到二十一世纪社会主义事业的全局”,强调要深化教育体制改革,促进教育同经济的结合。这不仅指明了教育的战略地位和意义,说明了教育是一项系统的基础工程,提出了教育体制改革的重要性及其与经济的辩证关系。作为国家级重点技工学校的云南省电力技工学校,在深化教育体制改革的新形势下,既有挑战、又有机遇,它要求我们:
