十、新的宁夏工委成立1948年3月宜川战役后,西野一纵队深入宝鸡破坏了胡宗南的总兵站基地,西野占领彬州,切断了西兰公路,解放了西府广大地区,并于4月22日收复延安,西北形势起了根本变化。三边主力部队解放惠安堡后,回汉支队留在三边的西线活动,基本上改变了盐池、环县的形势。里山堡地区的解放给宁夏工作提供了方便条件。为加强对宁夏工作的领导,西北局决定成立新的宁夏工委,于1948年8月31日发出通知:“决定以赵忠国、孙璞、梁大均、何广宽、李健、张广珍、薛池荣(云)、王志强等8同志为宁夏工委委员,并以赵忠国为书记、孙璞为第一副书记(孙璞同志任盐池县委书记兼县长原职仍保留名义,盐池工作由副书记郭文举,副县长聂秉和负责),梁大均为第二副书记兼回汉支队政委。梁东岳为该支队副政委。”三边地委决定将回汉支队队长刘孝增加为宁工委委员。
X. New Ningxia Work Committee was established After the Battle of Yichuan in March 1948, a column of Nishino went deep into Baoji to destroy the headquarters of General Station of Hu Tsung-nan. Nishino occupied Binzhou and cut off the highway to West Zealand and liberated vast areas of West House. Yan’an was recovered on January 22 and the situation in Northwest China has undergone fundamental changes. After the trilateral main forces liberated Huianbao, the activities of the return line to the tributaries of the Hui and Han detachments basically changed the situation in Yanchi and Huanxian. The liberation of the Lieshanbao area provided a convenient condition for Ningxia’s work. In order to strengthen the leadership over the work in Ningxia, the Northwest Bureau decided to set up a new Ningxia Work Committee and issued a circular on August 31, 1948: “It is decided that Zhao Zhongguo, Sun Pu, Liang Dajun, He Guangkuan, Li Jian, Zhang Guangzhen and Xue Chih-Jung ), Wang Zhiqiang and other 8 comrades as members of the Ningxia work committee, with Zhao Zhongguo as secretary and Sun Pu as the first deputy secretary (Sun Pu, Ren Yanchi county party secretary and county magistrate still retain the original name of salt pond work by Deputy Secretary Guo Wenju, vice Liang Naiwei is the second deputy secretary and commissar of the Hui-Han detachment. ”Liang Dongyue is the deputy political commissar of the detachment." The three sides of the prefectural committee decided to increase the captain of the Hui-Han detachment, Liu Xiao, as a member of the Ningxia Working Committee.
