国有企业改革已走过了十几个年头,国家对国有企业也进行了一次又一次经济输血和政策倾斜,但国有企业仍未走出低谷,症结何在?为什么同是公有制企业,乡镇和集体企业厂房、机器设备、工作环境较国有企业相对落后,工人技能和文化素质相对较差,经济效益却成倍增长?为什么国有企业干部在工作环境相对落后的其它性质企业工作,比在机器设备先进、工人技能较强的国有企业任职时,能够取得更大并被社会公认的成就呢?既然国有企业机制的“先天不足”制约着国有企业一切生产要素的效能,能否将合资、乡镇、集体企业机制直接与国有企业嫁接?对国有企业法人代表实行政策倾斜,会不会产生两极分化?本文作者以一个国有企业经营者的身份,用多年来的亲身感受谈了自己的看法。本刊切望有更多的人士参加讨论,就此发表意见。
