四川合川县乡镇企业管理局在总结1985年经验的基础上,对1986年乡镇企业经营承包工作,提出以下意见。一、要进一步明确实行经营承包责任制的目的,克服一切向钱看的思想、纠正乡、村管理部门只要上交,承包人只顾个人多得的错误作法,要加强管理,坚持社会主义的经营方向和分配原则。通过承包,包出企业和职工的积极性,包出经济效益。二、承包形式不搞一刀切。一般提倡以厂长(经理)牵头、集体承包、全员担保的办法。对规模小、利润少、产、供、销不够稳定的企业,也可以合伙或个人承包,适合家庭经营的饮食、服务、修理行业,也可以实行家庭式承包或专业户承包。交企业外部人员承包,应经过严格审查,能够集体承包的不搞个人承包,不准许任何形式转包。承包形式可实行定额承包,超额税后分成;人均工资水
