应注重从美方所依据的规则的正当性的角度,论证美国欲通过WTO争端解决机制解决人民币汇率问题的非法性。通过分析美方指控的论证方式,在分析相关性问题和解释性问题的基础上,指出美方欲通过WTO途径处理人民币汇率问题没有合法的规则支持。
It is necessary to focus on the illegality of resolving the RMB exchange rate issue through the WTO dispute settlement mechanism from the perspective of the rules on which the United States is based. On the basis of analyzing the relevant issues and interpretative issues, this article analyzes the analysis of the allegations made by the U.S. side and points out that there is no legal support for the U.S. side to handle the RMB exchange rate through the WTO.
