兹将本部办公厅主任杨成森和华北民政局剧局长赵化风「关于参加山西省第四次民政会议的报告」转发你们,望各地参照、仿效山西省的做法,开好本区的民政会议。中共山西省委和山西省人民政府对该省民政会议是很重视的,因为他们从过去的经验中体会到必须进一步加强政权建设工作,才能更好地保障和推动经济建设和各项社会主义改造的顺利完成,因而他们亲自指导民政会议的召开,保证了会议的完全成功。会上不仅把民政工作为总路线服务的问题从思想上得到了解决,使与会人员领会了第二次全国民政会议决议的精神和实质;而且根据该省具体情况,抓住重点,通过以当地好坏事例对比的方法,检查了过去的工作,订出了贯彻执行第二次全国只政会议决议的具体办法。同时,对民政部门的机构编制问题,也做了恰当解决。这样,就提高了该省各级民政干部的政策思想水平,增强了今后工作的信心和勇气,奠定了该省只政工作进一步为总路线服务、推动中心工作开展的良好基础。
