从计划经济转向社会主义市场经济,企业制度要发生很大变化,企业的经营管理也要相应地变化,最重要的变化就是企业进入市场经济的大潮中,能否把握航向,是在商海中沉没,还是一直向前,这是转换经营机制中的企业能否生存的大事。对此,笔者认为,企业如果能够较好地发挥自我约束能力,就会有所创新,有所发展。 首先,企业要充分认识建立自我约束机制的重要性 当前,在建立企业自我约束机制方面,企业领导思想上还存在模糊认识。比如,有的企业领导认为,搞社会主义市场经济,按经济规律办事就行了,监督约束工作可有可无;有的认为,现在企业转换经营机制,实行自主经营,再强调加强监督约束,会捆住企业的手脚,把生产经营“搞死”;还有的认为,强化企业自我约束机制,会妨碍企业领导履行职权,降低企业的效率。这种把强化企业自我约束机制同发展社会主义市场经济和企业行使经营自主权对立起来的看法是片面的,对企业的发展是有害无益的。 增强企业自我约束机制,是发展社会主义市场经济的客观要求。所谓企业自我约束机制,就是企业自己控制自己、自己管束自己的理论、机构、制度和方法。党的十四大确定我国经济体制的内容很多,完整的企业制度和完善的法制体系是其中两个重要方面。企业是市场经济的主体,是独立的商品生产者和
