2005年9月20—21日,由铁道部主办的“中国铁路投融资改革论坛”在北京召开。来自国务院有关部委、政府部门和国内外铁路运输、金融、企业界的专家300余人出席了此次高层论坛。铁道部以实施国务院审议批准的《中长期铁路网规划》为契机,新一轮的铁路建设高潮已经到来。要完成到2020年铁路建成超过1.2万km客运专线和约1.6万km其他新线,全国营业里程达到10万km的目标,需要资金2万亿元以上。本次论坛旨在为有关政府部门、大型企业、国内外专家学者搭建高层交流平台,总结交流铁路投融资的经验,研讨探索深化铁路投融资改革的方式和途径。本刊选摘了部分参会者的演讲,汇成此文,期望能够为决策者提供参考,为实施者指点方向,为投资者解答疑问。
September 20-21, 2005 The “China Railway Investment and Financing Reform Forum” hosted by the Ministry of Railways was held in Beijing. More than 300 experts from relevant State Council ministries and commissions, government departments and railway transport, finance and business circles both at home and abroad attended the summit. The Ministry of Railways took the opportunity of implementing the “Medium and Long-term Railway Network Plan” reviewed and approved by the State Council and the climax of a new round of railway construction has arrived. To complete the completion of the railway by 2020 more than 12,000 km of passenger dedicated line and about 16,000 km of other new lines, the national business mileage to reach 100,000 km target, need more than 2 trillion yuan of funds. The forum aims to set up a high-level exchange platform for relevant government departments, large enterprises, domestic and foreign experts and scholars, summarize the experience of exchange railway investment and financing, and discuss and explore ways and means to deepen the reform of railway investment and financing. The magazine selected the speeches of some of the participants, Huicheng article, hoping to provide policymakers a reference for the direction of the implementation of those who answer questions for investors.
