三江源地区是我国的生态要地,其生态质量的好坏直接影响中华民族两大母亲河全流域的资源环境态势和社会经济发展。近年来,三江源地区的生态环境持续恶化,极大地制约着该地区乃至全国经济社会的可持续发展。本文指出建立三江源地区生态补偿机制可以为三江源的生态保护和建设工作提供资金保障和制度激励,促进三江源地区可持续发展,进而提出了建立健全生态补偿机制的一些思考。
The Three Rivers Region is the ecological key point of our country, and its ecological quality has a direct impact on the resource and environmental situation and the social and economic development of the two mother rivers of the Chinese nation. In recent years, the ecological environment in the Three Rivers has continued to deteriorate, greatly restricting the sustainable economic and social development in the region and the country. This paper points out that the establishment of ecological compensation mechanism in the Three Rivers can provide financial support and institutional incentives for the ecological protection and construction of the Three Rivers, and promote the sustainable development of the Three River Source Regions. Then, some suggestions on establishing and perfecting ecological compensation mechanisms are put forward.
