1998年国家电力工业体制改革后,政企分开,大坝安全管理的政府职能由国家经济贸易委员会承担。为加强全国的安全生产管理,国务院又于2000年成立了国家安全生产监督管理局,电力系统大坝安全管理的政府职能由该局承担。随着国家改革的深化和大坝安全管理实际情况的变化,原电力工业部颁发的《水电站大坝安全管理办法》已不适应新的形势,亟需修订。国家安全生产监督管理局组织了对该法规的修订工作。按照国家安全生产监督管理局2001年的立法计划,《水电站大坝安全管理规定》的修订工作计划于年底完成。根据国家安全生产监督管理局安全监督管理二司的要求,现将《水电站大坝安全管理规定》(征求意见稿)在《大坝与安全》杂志上刊发、公示,广泛征求意见,旨在使修订后的《水电站大坝安全管理规定》更能切合水电站大坝安全管理工作的实际。欢迎广大读者提出宝贵意见,回函请于11月12日前寄《大坝与安全》编辑部,地址:杭州市潮王路22号,邮编:310014。
After the reform of the national power industry system in 1998, the government functions were separated and the government functions of dam safety management were borne by the State Economic and Trade Commission.
