中关村科技园区面临的问题,是未来中国高新科技区发展所要面临的共同问题。2000年12月8日,北京市十一届人大常委会第二十三次会议高票通过了《中关村科技园区条例》。这一80条条例是引领全国对国家级高新区进行立法的垂范。容纳不少创新突破亮点的条例,也历史性地成为知识经济时代国内高新科技园区立法的样板。其中,值得大书特书的是,条例对规范政府职能、优化行政管理体制突出了服务本位的要求,而以登记制取代传统的审批制则是服务行政的突出体现和亮点。
