为尽快使我国的实验动物科学与国际接轨，实现合格实验动物社会化、商品化目的，作者分析了上海市实验动物管理组织体系及运行情况，对建立实验动物三级管理体系网络的必要性、可行性以及理顺实验动物管理体系和深化改革，提出可供政府主管部门参考的各种建议。
In order to make the laboratory animal science in our country as soon as possible with the international standards and realize the socialization and commercialization of qualified experimental animals, the author analyzed the experimental animal management organizational system and its operation in Shanghai, the necessity of establishing a network of experimental animal three-level management systems, Feasibility and rationalization of laboratory animal management system and deepen the reform, put forward various proposals for reference of government departments.
