由于执行民主集中制的具体制度不健全等原因,使得在执行民主集中制过程中出现难以处理的八大问题:难以把握民主和集中相结合的“度”;软弱的监督机制难以保证执行严肃的民主集中制;党内监督难以和维护领导人的威信相结合;差额选举难以和民主集中制相适应;群众的首创难以和中央保持一致;占相当数量的低素质的党员难以执行高标准的民主集中制;集体领导难以防止个人推托责任;推选上去的个别党代会难以体现选举者的意志。针对这些问题,要进一步加强民主集中制的制度建设,解决执行民主集中制难以解决的问题,提高全党执行民主集中制的能力。
