I. Mandatory and flexible syllabus In the era of transition to a market economy, China’s educational ideology and sports ideology are undergoing tremendous changes. Physical education in primary and secondary schools is also facing the arduous task of reform. In this reform process, how to treat the current physical education syllabus and how to deal with the relationship between the reform and the outline has become an important theoretical and practical issue that many sports teachers care about. In discussing the above issues, we must first understand the nature and legal status of physical education syllabus. The syllabus is based on the state’s education plan for all types of students at all levels.
