王莽即真之前,中原与周边少数民族之间相安无事,而到新莽之时,却改变了这种局面,有四夷蜂起,叛离新朝之断。纵观新莽朝与少数民族的开衅,是他采取了错误的民族政策,而之所以有这种错误政策的制定,是王莽脱离客观实际,主观盲动造成的结果。
