As theory explained that total quality management is the integration of all functions and processes within an organization in order to achieve continuous improvement of the quality of goods and services. （J.E.ROSS） Not only worldwide organizations realized the importance of TQM, but also small businesses base on their characters are trying to implement TQM in the organizations. It helps small business enterprises different it from other suppliers, and also in able to help them reduce unnecessary waste in bothhuman resources and financial resources.
