目的为了有效预防和控制医疗机构医院感染,评估卫生监督对防控院内感染执法监督效果。方法按《消毒技术规范》(2012年版)消毒产品检验技术规范,对保定市直管医院消毒质量进行了监测,对消毒隔离、医疗废物及重点科室进行现场监督检查。结果通过比较2012-2013年医院院感制度(χ2=11.66,P<0.01)、医护人员防护措施(χ2=11.58,P<0.01)、医疗废弃物处理(χ2=7.49,P<0.01)、疫情报告制度(χ2=6.51,P<0.05),医院卫生监督合格率均高于2012年,差异有统计学意义,消毒效果监测室内空气(χ2=12.03,P<0.01)、物体表面(χ2=40.69,P<0.01)、医护人员的手(χ2=38.39,P<0.01)、使用中的消毒液(χ2=43.41,P<0.01)、紫外线灯(χ2=19.521,P<0.01)项目指标合格率均高于2012年,差异有统计学意义,防控医院感染具体措施效果明显。结论医院消毒效果监测合格率既可以反映出控制医院感染的质量,又可以作为卫生监督部门在防控医院感染执法监督效果的评价标准。
Objective To effectively prevent and control nosocomial infections in medical institutions and assess the effectiveness of health supervision on the prevention and control of nosocomial infections. Methods According to Technical Specifications for Disinfection (2012 Edition), the quality of disinfection products in Baoding straight hospital was monitored, and disinfection and isolation, medical waste and key departments were supervised on site. Results Compared with the hospital nosocomial system (χ2 = 11.66, P <0.01) in 2012-2013, the protective measures of medical staff (χ2 = 11.58, P <0.01) (Χ2 = 6.51, P <0.05). The pass rate of health supervision in hospitals was higher than that of 2012 (P0.05), and the difference was significant (χ2 = 12.03, P <0.01) (Χ2 = 38.39, P <0.01), disinfectant in use (χ2 = 43.41, P <0.01), and ultraviolet light (χ2 = 19.521, P <0.01) Higher than in 2012, the difference was statistically significant, specific measures to prevent and control hospital infection effect is obvious. Conclusion The qualified rate of hospital disinfection monitoring can not only reflect the quality of controlling hospital infection, but also serve as the evaluation standard of health supervision departments in preventing and controlling hospital infection.
