目前,在二轻工业集体企业中,已经普遍推行了各种形式的经营承包责任制。它是结合城镇集体工业的特点,借鉴农业联产承包责任制的经验,为开创我国轻工业生产建设新局面而进行的探索和试验。经营承包责任制带来的新变化推行经营承包制,带来了一系列新变化: (1)促进了生产发展和经济效益的提高。据二轻系统35,746个集体企业统计,1983年产值增长7.66%,利税增长10.55%。不少亏损企业发生了“扭亏为盈”、“绝路逢生”的变化。(2)干部职工的主人翁责任感普遍增强,厂纪、厂风大变样,职工精神面貌大变样。许多工人说:“过去我们是拿固定工资、旱涝保收,吃现成饭,因此干部软、职工懒。现在不是了。我们每个人都有经济责任了,干斤担子众人挑,人人肩上有指标。”(3)
At present, in the second light industrial collective enterprises, various forms of operating contract responsibility system have been generally implemented. It is a combination of the characteristics of urban collective industries, learning from the experience of the agricultural contract responsibility system, and exploring and experimenting to create a new situation in China’s light industry production and construction. The new changes brought about by the operation of the contract responsibility system and the implementation of the operating contracting system have brought about a series of new changes: (1) Promoting the development of production and improving economic efficiency. According to the statistics of the 35,746 collective enterprises of the Second Light System, the output value increased by 7.66% in 1983 and the profits and taxes increased by 10.55%. Many loss-making enterprises have experienced “turning losses into profits” and “changing their lives”. (2) The sense of responsibility of the cadres and staff members is generally enhanced, and the factory records and factory winds are greatly changed. The employees’ mental outlook is greatly changed. Many workers said: “In the past, we had fixed wages, droughts, and security, and had eaten ready meals. Therefore, the cadres were soft and the workers were lazy. Now is not the case. Each of us has economic responsibilities, and everybody has a lot of burdens. Everyone has indicators on their shoulders. "(3)
