BOT在我国电力行业是较新的融资方式 ,BOT项目规模大、结构复杂、参与方多、不确定因素多、风险大 ,主要有政治风险、法律风险、经济风险和完工风险。通过深圳沙角B电厂BOT项目实践 (大陆方承担了过大的风险 ) ,为广西来宾B电厂成功进行BOT项目风险管理 ,获得了一些有益的经验。在此基础上 ,论述了我国电力行业BOT项目前期风险管理尚需解决的几个问题和应采取的措施 ,值得借鉴。
BOT is a relatively new financing method in China’s power industry. BOT projects have large scale, complex structure, many parties involved, many uncertainties and risks. They mainly include political risks, legal risks, economic risks, and completion risks. Through the implementation of the BOT project at the Shajiao B Power Plant in Shenzhen (the mainland has undertaken excessive risks), it has successfully conducted BOT project risk management for the Guangxi Laibin B Power Plant and gained some useful experience. On this basis, several issues that need to be resolved in the early stage risk management of China’s power industry BOT project and the measures that should be taken are discussed, which are worth learning from.
