下岗职工基本生活保障和再就业是一项复杂的社会系统工程,它不仅牵扯每个下岗职工的切身利益,而且还关联着社会稳定的大局。目前,烟台市还有5800多名市县属下岗职工仍然滞留在再就业服务中心,这些职工相对集中在全市若干个行业和企业。要在如此多的行业企业中协凋运作,并要实现其出站上岗或是进入失业保障体系的并轨目标,工作有相当大的难度。特别是在当前社会保障能力还不够强的情况下,这么多下岗职工出中心需要较多的资金做支撑。1998年7月以来,烟台市已经为下岗职工基本生活保障支出了1.2亿元。但是,难度再大,并轨工作也必须加速推进。而仅靠一个企业、一个行业甚至一个部门远远不够,必须合力攻坚。在合力推进下岗职工基本生活保障及并轨工作的“大合唱”上,烟台市已经建立起“五位一体”的运行机制。
The basic livelihood security and reemployment of laid-off workers is a complicated social system project that involves not only the vital interests of each laid-off worker but also the overall situation of social stability. At present, there are still more than 5,800 laid-off workers from cities and counties in Yantai still staying in re-employment service centers, which are relatively concentrated in a number of industries and enterprises in the city. To work in so many industries and enterprises and to achieve the goal of merging out of work or entering the system of unemployment insurance, the work is quite difficult. Especially in the current situation of social security is not strong enough, so many laid-off workers need more funding out of the center to do the support. Since July 1998, Yantai City has already spent 120 million yuan on basic living allowances for laid-off workers. However, it is more difficult and more complicated to work together. It must also be accelerated. Only one enterprise, one industry or even one department is far from enough and must work together to tackle hardships. In a joint effort to promote the basic livelihood security and laid-off workers laid-off work “big chorus ”, Yantai City has established “five in one ” operating mechanism.
