随着政务信息资源开发利用的深入,数据大集中以及信息交换的要求很高的计算能力。传统政府数据中心建设和运行的成本(包括电力成本、空间成本、维护成本等)在不断上升,利用云计算模式来提高政府数据中心的运行效率,减低政府数据中心的建设成本势在必行。笔者根据分析当前世界先进国家的电子政务的发展趋势,结合我国电子政务发展的实际情况,特别是二、三线城市电子政务发展的特点和水平,阐述了在云计算背景下二、三城市电子政务的发展前景和对策。
