土工工时的观察,是建立土工技术定额的初步工作。看到水利部张含英副部长在人民水利第三期发表的「建立土工技术定额的初步意见」一篇文件,对我们不但是一个很大的启示,同时使我们对土工工时观察这一工作,有了更进一步的认识。在黄河上,关于土工工时的观察,早从五○年开始的。以往的方法,是把土工各项动作的时间单独记载,而没有把每一个整个劳动过程的时间连续起来。今年春修工程开始,黄委会检查级到平原配合河务局同志:继续这一工作。兹将在一期工程中,摸索出来的一点经验,介绍于下,以供参考。但因时间较短,经验不够成熟,尚希各地参与此项工作的同志,多提意见以资交流。
Geotechnical observation, is to establish a preliminary work geotechnical quota.
