最近,湖南省湘潭市人民政府发布了2000年1号政府令,命令中明确指出:鉴于该市男女婴儿出生性别比例已经高达119比100,而且这种比例还有继续不断扩大之势,20年之后,会因男女性别比例失衡而产生许多严重的社会问题,因此市政府决定在全市范围内严禁任何医疗单位或个人帮孕妇搞胎儿性别选择,违者将处以2000～20000元不等的罚金,医生本人则开除其公职,并且号召群众进行举报。以政府令的形式禁止搞胎儿性别选择,这在我国还是独此一家,尚无先例。这是一项具有远见卓识的政府令,也是湘谭市人民政府造福于后世子孙所采取的一种行之有效的良好措施。笔者举双手赞同,并且热烈鼓掌为湘潭市的此一政府令叫好。

It is forbidden to engage in the selection of the sex of the fetus in the form of government orders. This is still the only one in our country. There is no precedent. This is a visionary government order. It is also an effective and effective measure taken by Xiangtan City People’s Government to benefit future generations. I agree with both hands and warmly applauded for this government order in Xiangtan.
