早在2002年,中国工程院院士李幼平在与本刊记者孙宝传的对话《后万维网时代》中,就针对互联网的“带宽瓶颈”和“信息垃圾”等弊端,提出了“播存结构”和“UCL”(统一内容定位)等新理念。10年来,李院士坚持追求真理,做了大量富有远见的研究工作。在新形势下,他基于网络时代的人文创意,提出把内容标签(UCL)当成可拆可聚的活版文化基元,简约全民共享文化网页的流程,减少获得内容所需的路由跳度,从全局的战略高度,为国家“用好与管好互联网”提供一种全新的思路。
