水利设施是重要的基础设施之一,其投入资金的来源主要是政府的财政投入,尤其是防洪等公益性工程建设更是靠各级政府投入,这一点是无疑的。但是,在目前情况下,仅靠政府对水利建设投资还不能满足水利建设的需要。而且,随着水利投融资体制改革的深入,特别是长期建设国债可能逐步淡出,多渠道筹资必将成为政府水利投资这一主渠道不可缺少的补充,在水利建设中将发挥重要的作用。项目融资是广泛应用
