为有效降低因案件查处所引起的投诉、信访率，衢州市公安局柯城区分局上街派出所推出了“部分案件回告制”新举措。其主要作用：１．延伸警务公开制度；２．增强民警服务意识；３．加快案件查处速度；４．减少信访投诉起因。而其最大的现实意义则在于为警民双方的沟通、理解创造了积极条件，且为努力实现派出所职能转换，完善基层防范机制打下了基础。
In order to effectively reduce complaints and petitions caused by the investigation of cases, the Qu Shang Municipal Public Security Bureau Kecheng Branch Shangjie Police Station launched a new measure of “part of the system to report back to the system.” Its main role: 1. Extend police open system; 2. Enhance police service awareness; 3. Speed up the speed of investigation of cases; 4. Reduce the petition complaint causes. However, its greatest practical significance lies in creating positive conditions for the communication and understanding between the police and the people, and laying a foundation for efforts to transform the functions of the police station and improve the grass-roots prevention mechanism.
