引言 社保基金即全国社会保障基金。由国有股减持划入资金、中央财政拨款等方式形成,由全国社会保障基金理事会管理,委托专业投资机构运营。用于补充社会保险基金的缺口,补偿在新制度实施前已参加工作的职工的养老金。其对保值增值的要求较高,也是外界一直强烈期盼“杀入股市”的基金。截止2002年底社保基金的资产规模达到1241多亿元,急需寻找投资渠道达到保值增值目的。
